NGINX Gateway Fabric 2.7: Gateway API 1.6 conformance, external authentication, and fewer snippets

NGINX Gateway Fabric 2.7 adds Gateway API 1.6 conformance, with TCPRoute and UDPRoute promoted to v1 and TLS listeners gaining Terminate mode. It also introduces HTTPExternalAuthFilter for authorization-proxy calls without an NGINX snippet and moves seven more settings out of snippets.
