Terraform 1.15.9 fixes child module validation so invalid blocks produce errors or warnings for list, import, backend and cloud configurations. It also updates go-slug to v0.18.3 to mitigate CVE-2026-14978, a Unicode normalization issue affecting files excluded by .terraformignore during uploads to Terraform Enterprise or HCP Terraform.
